The Digital University: From Document Submission and Admission to Study, Assessment, Financial Transactions and the Issuance of Education Credentials
On 9 September 2026, Carpathian University named after Augustyn Voloshyn held a meeting and presentation of the full-cycle digital platform developed by the University. Beginning with the 2026–2027 academic year, the institution will use this platform to launch its phased transition to a unified digital model of administrative operations, educational process management and educational service delivery.
The meeting and presentation were held in a hybrid format, both in person and online. Participants included representatives of the University’s administrative staff, Uzhhorod Ukrainian Theological Academy, the University and Academy colleges, academic staff, other employees and student representatives.
The meeting was opened by the President of Carpathian University named after Augustyn Voloshyn, Professor and Bishop Viktor Bed, who delivered the opening address and presented the overall concept for the University’s digital transformation.
In his address, Viktor Bed emphasised that the initiative is not limited to introducing a standalone computer program or electronic service; rather, it represents a transition to a qualitatively new operating model for a higher education institution.
From the 2026–2027 academic year, Carpathian University named after Augustyn Voloshyn will transition to a fully digital operating model and become Ukraine’s first full-cycle digital higher education institution in terms of the comprehensiveness and scale of the digitalisation of administrative, educational, assessment, financial and document-management processes.
A Unified Digital Cycle from Applicant to Graduate
The platform is designed to integrate the entire range of the higher education institution’s core processes into a single digital environment, including:
- administrative management and internal document workflow;
- electronic submission, receipt, processing and storage of documents;
- organisation of the admissions campaign and enrolment of students;
- delivery of educational services in all prescribed types and formats;
- organisation and support of the educational process;
- digital assessment, automated knowledge testing, and interim and final assessment;
- financial transactions, payment accounting and settlements;
- automated generation, processing and preparation for issuance of education credentials, supplements thereto, certificates of course completion and other prescribed documents.
Accordingly, a student’s entire journey—from the first contact with the University, creation of a personal digital account and submission of documents through enrolment, study, assessment, certification and the required financial transactions to receipt of an education credential or certificate—will take place within a single, continuous digital cycle.
Education Available Around the Clock from Anywhere in the World
The digital model will provide access to educational resources, electronic services and digital services 24 hours a day, 7 days a week, from any country and any location in the world with Internet access.
Ukrainian, the state language of Ukraine, will be the platform’s primary language. The platform is also designed to operate in a multilingual mode. This will make educational programmes, learning materials and digital services accessible to students from other countries and facilitate the further integration of the University and its educational partners into the international education and research community.
A Unified Environment for the University, Academy and Colleges
The shared digital learning environment will connect and support the operations of Carpathian University named after Augustyn Voloshyn, its structural units and educational partners:
- Uzhhorod College of Humanities and Economics of Carpathian University named after Augustyn Voloshyn;
- Uzhhorod Ukrainian Theological Academy;
- Uzhhorod Theological College of Uzhhorod Ukrainian Theological Academy.
At the same time, each institution and structural unit will retain its respective status, powers, educational programmes and areas of activity. The platform will enable their interaction within a unified, integrated digital learning environment.
Presentation of the Platform’s Functional Capabilities
Vadym Shatan, Head of the IT Department of Carpathian University named after Augustyn Voloshyn, delivered the detailed presentation of the software product, its structure, functional modules and practical capabilities.
During the presentation, participants were shown how the digital platform operates, how its core components interact, and how personal electronic accounts can be used. The presentation also covered the organisation and support of the educational process, assessment and certification, financial transactions, digital document workflow and the automated generation of prescribed documents.
Particular attention was paid to the procedure for the phased connection of the institutions, their structural units, staff and students to the platform.
Authors and Developers of the Digital Platform
The initiator of the project and author of its idea, overall concept and functional model of the Digital University is the President of Carpathian University named after Augustyn Voloshyn, Professor and Bishop Viktor Bed.
The software development, technical creation and practical implementation of the digital platform were carried out by a team of authors from the University’s IT Department:
- Vadym Shatan — Head of the IT Department and coordinator of software and technical development;
- Stanislav Hutlebet — platform developer;
- Robert Shymon — platform developer.
The joint work of the author of the idea and concept with the IT Department specialists made it possible to transform the Digital University vision into a comprehensive software product tailored to real-world administrative, educational, assessment, financial and document-management processes.
The Next Stage of Practical Implementation
Following the meeting and presentation, the project will enter its next stage: the phased connection of staff of the University, Academy and colleges, as well as students, postgraduate students, doctoral candidates and participants in educational and certificate courses, to the digital platform.
The plan provides for the gradual transfer of designated administrative and educational processes to the unified digital environment, user training, practical testing of the functional modules, and the platform’s continued improvement in response to the needs of participants in the educational process.
The introduction of the full-cycle digital platform is not merely a technological upgrade; it constitutes a comprehensive transformation of the entire operating model of the University and its affiliated educational institutions.
Carpathian University named after Augustyn Voloshyn is building a modern, globally accessible, full-cycle digital university and an integrated digital learning environment—Ukrainian in identity, contemporary in technological substance and open to the entire world.
